How to keep WiFi on blackberry phone disabled

I have a 9700. When I go to Connections and turn WiFi off, it automatically turns back on a few seconds later. This happens even if I turn off my homes WiFi router. I believe this happens because of other WiFi setups near by that my phone is sensing.

1. Go to manage connections and uncheck Wifi
2. After you uncheck it reboot your phone.
